The pilot project will offer hundreds of dollars per months in guaranteed income to Georgia’s poor Black women to help them improve their mental and financial health as well as reduce the disparity in wealth.

It program, called In Her HandsFor two years, it will provide $850 per month in cash with no strings to black women up to 650. The program, which will distribute more than $13m and launch early next year, is expected to become one of America’s largest guaranteed income programs.

The program is being led by the Georgia Resilience and Opportunity Fund. This coalition includes local elected officials and non-profits. It will also include those who reside in Atlanta and elsewhere in suburban and rural Georgia and are below or near the federal poverty level.

Participants will be able to see how these unconditional cash transfers impact their mental and financial health.

It is intentionally being started in Atlanta — a city with some of the most pronounced income inequality in the U.S. —And specifically in its Old Fourth Ward neighborhood, where Martin Luther King Jr. grew up and promoted the idea of a guaranteed income.

The median Black family in the U.S. owns $3,600 in wealth — about 2% of the $147,000 that the median white family ownsBased on 2019 research by the Institute for Policy Studies. Georgia is home to approximately 26% of Black women live in povertyThis is compared with 14% for white women.

This idea, of guaranteeing income (or money that is free from conditions) to help improve the economic and other outcomes of low-income individuals, is not new. The United States has other projects that guarantee income.
